Do you mean .01 to .02 ohms
If I was the one trouble shooting this problem I would check some of them off the board and check them with a cap tester for there UF value and there ESR value
I have seen some cap with a .01 or a .02 ohms with a ESR meter and check with a cap tester they have a very low uf reading 16 to 18 %
If see this I replace them
