I want to upgrade to a 400W power supply, so I did my research and found that Fortron, Antec, and Seasonic are the top brands (with a reasonable price tag). Since Fortron is the cheapest of those, I'd like to get the AX450. But after doing more research, it seems that all of those brands have suffered from bad caps, and even some of their current models are suffering from bad caps. I haven't seen anyone mention whether the AX450 has bad caps or not, but I've already seen people mention that 2 other Fortron models have bad caps. I'd rather not spend more than $60 on a PSU... is it possible to get a good PSU without bad caps at that price? Or are you taking a huge gamble no matter what?

Another approach is to buy a cheaper power supply. I recently bought a 500W with 120mm fan (silent running) and power factor correction for A$45.00. I then replaced all the output caps with Rubycons. you might get lucky with a late model Seasonic S12 430w. 3 year warranty as well.
mileage seems to vary on PSUs. i guess it is down to bad quality control at the cap manufacturers. some run for years with fuhjyuu, teapo etc, others not. cooling may be a factor also. or perhaps even psu design. the most important thing is to have a quality design so that when the caps fail something nasty doesnt happen to the pc.
