Which software will read "820-2213 _Board View_ file.bv" from the Zip file in post #2 ?

The Exe file supplied in that Zip opens a tiny view, in a non-English environment I can't understand

And openboardview-8.0.exe says file error

820-1889 and 820-2213 boardview files are identical.
