Has anyone been able to locate a proper Boardview layout for the 820-00138? Most sites are still calling their layout correct, but it is just an 820-3662. I'm happy to pay for it if it is correct.

For most circuits, 820-00163 or 820-3662 should help.
I've only seen the correct one in XinZhiZao.

I have high fan speed but can't really seem to find any other issues with the machine, mayyyybe slightly laggy?? but when I run diagnostics I get an you have an SMC Issue PFM008 and Camera NDC001 but the camera works fine as well.

The Mac has been water damaged

Any Help on where to start or what to replace would be greatly appreciated

I'm working on a 820-00138-A board that was liquid damaged.
It's booting but goes into panic-mode (loud fans) and the cpu and ram is getting very hot.
I have 19,6V on PPBUS_G3H, this is too much, it should be 12v.

Does anyone has any idea what I can do next?

you may check the resistor value according schematic.. there must be an faulty resistor.
