bios #17 works fine for me,, so my problem is not with bios,, I have tried the above bios with other ROM and get the same problem

I have a dell 9420 with bios password after unlock the laptop not powering up only red light after I press the power button, I tested the bios chip it's ok. But I wonder if I knocked any component around the bios chip a can't find a clear picture or schematics .also when I plug the type C I test the voltage in the battery pin no voltage
