When you go to the Bios Menu, do you see your service tag with (8FC8) or it has another suffix?

@lapfix file in Post #15 is fine, I think if that file doesn't work we will not be able to do anything else.
Your device has 12th Gen HX CPU, CSE ME Version (16.1) and we can't clean ME Region for that version yet.

Unlocked file at post #15 is perfectly fine, the problem is rather @jm801 who simply fails to program the chip correctly, and/or does not wait enough time during the first boot.

Also noticed following: 16MB file posted by abuge at post #4, are almost identical with the 16MB file posted by jm801 at post #19, the Service Тag is also the same - 9JJ3TT3, so all this is a big mess, аnd I think it's completely clear what's happening and why it's happening, it's also clear why the laptop won't start with this mix between factory and foreign files, I'd be surprised if anything had happened at all.
