Lenovo L490 Bios Clean ME Help

I am flashing the attached bios for an L490, but this bios was extracted from another laptop L490 same model, but when the computer boots the ME Firmware is empty and I am unable to load drivers.
Please help me to clean or refresh the bios bin file to be used in a new laptop. I am not sure what needs to be done.

I tried the dump, but when powering on the laptop. I only get the power LED. The fans wont spin, lcd screen wont power on. Thanks for the help!
