I have a similar problem. I got a BIN from a working laptop and the problem persists. Check if it works for you.
In BIN you need to enter your s/n: 5CD1234567 and win key: XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
In my case, after uploading the BIN, in order for the computer to give the image, you need to restore it in USB recovery (the link above gave SMDFlea to make a pendrive), after this operation the laptop does not turn on properly. It gives a message that the bios is damaged.

Now, after uploading the BIN from the working one, I have a message like in the first photo, after recovery from USB, the message in the second photo and the laptop falls into bootloop recovery.

I have spent the last hour on this and I guess this is just over my head, so here I am.
I have an ASUS TUF GAMING Z790-PLUS WIFI motherboard here that needs to have the BIOS updated in order to accept the latest CPUs.
The BIOS chips seem to come as a set of two: GD25B64ESIG and GD25B128ESIG. My guess is one of them is a fail-safe for the main BIOS? I really don't know. Or one of them is ME and other is BIOS? I don't know.
Anyway, I took dumps of both chips and then downloaded the latest update for this motherboard from ASUS's website... -

Apologies if this is the wrong forum, but I'm not looking for a specific BIOS file, I'm trying to understand how one makes a clean BIOS file. So here's the background. I have 2 HP EliteDesk 800 g2 mini 35w pcs. One is working fine; the other doesn't have display out or working USB's nor does it have any flashing error lights. The CPU does get worm enough to cause the fan to spin up, so I think it's posting, but I just don't know. I had it working at one point but trouble started when I tried to put in a drive caddy that had a cooling fan on it. I thought it would be compatible but wasn't...
