The unlocked bios is OK. As I said, you are obviously making a mistake somewhere, in my opinion it is most likely in the programming process of the chip, that is why I said to do a proper verification, the ch341a is well known for the problems it creates, and this is especially true for large chips like the 32mb.
In addition, it is good to wait a little longer at the first boot after programming the chip with the unlocked bios, because the first start in this case is much longer than usual.

Hello, The BIOS you used hasn't cleaned the ME region, that can't work.
