If this bios works it will be your starting point, then you can take care of the MDM/DFCI.

Thank you, really appreciated you took the time.
Gonna test in a bit and let you know.

      Thanks again AAAC.

      Device booted with your dump!
I can see now the touch firmware version also, but touch still does not work.
Device was brought to me already disassembled, even if screen not broken, touch could be defective itself.

Regarding the MDM/DFCI , I suppose I should try to update firmware in windows to see if everything is good?
Ive seen that bitlocker is active, so I couldnt get to login screen

      Thanks again for your help!

Try to check Touch connector, ripped flat cable, etc.
Have you tried to use your own "bkp.zip" (post #29) file? to me seems to have the correct structure, have patched the SetOEMString UEFI variable too on this one.
(The other "original.zip" file from post #29 is damaged)

          Hello AAAC!

Thanks for checking that bkp.zip dump.
Ive just tried it, and it works!

Same touch firmware version, but now works perfectly.

Thanks for helping me with this one!

                      @fthgyj
The utility "Universal Bios Backup Toolkit 2.0" only works in those models when the password can be recovered, the utility only READ bios region (a partial bios chip dump, missing: ME Region, Descriptor Region and other), from that bios reading/dump the password is recovered.
In your case what you need is a bios chip programmer to obtain a FULL bios chip backup, then this backup can be patched and programmed back to bios chip.

If we could just build a kind of (SHA256) "rainbow table" with password hashes, then it will be a matter of looking up for your hash in that table and we would recover the actual password.

I have tried every single bios dump here but my surface pro will only show windows logo for 3 seconds and go off again. but the original locked bios boots fine. This is my backup below may be anyone could help remove paasword or do some kind of magic. thanks in advance.

I've seen something similar before, it may be due to the SATA hard drive configuration in Setup/BIOS, it may be either "IDE Compatible mode", "AHCI mode" or other like "RAID mode" (have seen only the first two). So changing the SATA hdd mode may make a difference, but it's always better to work with the Original BIOS file.

Give a try to your Original patched BIOS file.
