HP15 Quanta Y11-No display

This mb switches on and consumption is 287 on dc supply. DRAM_RST is 0.11 on pin 30(should be 1.35V). Some of the measurements i have taken:

HWPG-3.3V
EC_PWR_OK-3.3V
VR_ON-3.3V
SUSACK_EC-3.3V

All the above redings are on kbc pins and i think are ok. I have replaced ram regulator IC with a new one. Voltage on R266 is 1.35v on one side and other side has 0.11V. Flashed HP virgin bios still same issue.

PCH faulty?? or you beleive something else.

PS: Mb switches on and shuts down automatically after 30 seconds and again turns on . It does so twice and then stays on.
