Hi good people please I need help on this hp water touch it and the bios chip is no longer detecting but I fortunately get another from my old scrap motherboard I tried almost all 840 G3 bin I have and only one works but the problem is it keeps on restarting by itself with this error message on the screen

Warning: Machine is not in committed state.

below is some of the details I can see after its try comes on and the bios I installed but making the computer to not be in committed state.
