I have the same model laptop locked with a password ..
required immediately after Bios Logo
I noticed that the password is not stored in the BIOS chip
so I need 2 bin files
if I am right ..

i agree, i have portege r700 bios lockpwd too, i was try swap with clean bios chip from another r700 but it cannot solving, i think the password is save on KBChip ENE MECxxxx...

The password is stored in the SMSC MEC chip,it can`t be programmed as JTAG access is blocked. The only way to remove it is by challenge-response code or by using another chip from a donor board that has no pass.

For information ... all these models are unlocked only through the response code:
