After some searching I found that it's easy to get the BIOS BIN from the HP BIOS update download, if I have done it right, nothing has changed. The EC just sits there reading the EEPROM and doing nothing else.

Originally, ALWP 5v and 3.3v were missing. Replacing PU10 on page42 restored these rails.
ACIN_1, pin86 on the EC page48 is high.
Can someone suggest any other important things to check?

I replaced the EC with one I purchased on ebay. It was a good surprise the see the laptop then work properly.
I had previously rewrote the BIOS EEPROM with a cheap EN25T80 Programmer on ebay.
Although I now now this wasn't necessary, the rewrite must have been successful anyway.
I found by searching that there was never a need to ask for a BIOS dump. The BIN is easily extracted from one of the official HP BIOS update downloads.
