nope , if you can get to post the board your good to go , you might try finding a good working ram or try to dissemble the board try using external monitor and only board , ram and if you jumper the power button you can do it also to just isolate the probability of some hardware issue

Your CPU is skylake. It can`t be the 1st bios as that has ME 10 firmware, or the last one as thats too big. 0804E and F have ME 11 firmware, so its one of those. The 5:3 error can sometimes be caused by loose ram slot pins,so check all those carefully.

Does anyone know the number of the bios chip of the hp spectre x360 13-4129na as the numbers on my chip are gone I've ordered a different programmer and I'm looking to program a new chip I'm thinking the original chip could be faulty

There are 3 different bios chips listed in the motherboard schematic

                  EN25QH64-104HIP 1C7017
                  W25Q64FVSSIQ EF4017
                  GD25B64BSIGR C84017

And in the 0804E/F bios these chips are in the VSCC table

                  Flash chips in VSCC table:
                  EF4017 (Winbond W25Q64)
                  1C7017 (EON EN25QH64)
                  C84017 (GigaDevice GD25x64)
