Badcaps won't let me attach the file I saved from the chip. It's only 2MB. When I try to open the file you guys attached here with my ch341A app it says file length too long and ignores.
I guess CH341 doesn't support it? It only shows two WQ16 chips seemingly up to 16MB while mine is 32MB.

I ordered and programmed a new chip and it is in the same vegetative state of lights, fans, no picture also externally. It was a good experience for me, but looks like it's beyond my diagnostic skills. Thanks for everyone's helpComment
