Lenovo T480 no boot , only melody .

Hello,
Purchased a T480 Lenovo from eBay .
The laptop won't boot just play melody and keyboard light come on and then the laptop turns off.
Disconnected everything, HDD, LCD connector, and the other long connection on the top , removed bios battery, tested we good working ram from my T470.
Same result, no signs of water damage, won't display anything on HDMI .
Used the Lenovo app the code comes up is : 0285
TCG-compliant functionality-related error (might be the TPM initialization failure)
When I try to scan the serial number it makes beeps but the app is unable to recognize it.
Any ideas ?

I saw in a few places that flashing a fresh bios with clean ME would help, i do have a EZP2019 programer that I used for flashing apple MacBook BIOS chips but I understand that the T480 has 2 chips, would I need to flash both of them?

I saw somewhere that I can download the bios from Lenovo:

And then flash with chip with this bios ?
Which chip do I need to make a backup of and rewrite with the new bios bin file , the one by the ram or the one by the USB C port ?
I'll make a backup of both chips just in case .

i have damped the 1MB and the 16MB chips (please see attached)
please if you need any more info please let me know .

i am also not sure if it has any bios lock if it dose and you can help with removing the password that would be amazing !

Update : got a working bios all clean , boots up not locked but when I take the SSD with caddy from my working t470 and installed it in my t480 it won't boot , power on to black screen.
When SSD cable is connected it boots fine without SSD , it's ONLY when SSD is connected that it won't boot now .
The SSD is working with windows, tested several times.
Any ideas what it could be ?
