PL100 is removed. pad 1 measures 18v. and pad 2 measures 0 ohms
PL301 is removed. pad 1 measures 0v and pad 2 measures 0 ohms.
is there a specific way to find shorts on these rails?

1V voltage injection and thermal camera. Or feel around for what gets hot, then use alcohol to reveal what component is heating up.

However, whenever I've seen a dual short on a 1V and 3V rail, it's usually the PCH/CPU. So check that first.

i injected voltage and used the flir but i had the heatsink on the cpu and so i didn't see that the chip is fried LOL

u r injecting u dont need cooling. it is nessessary to tremove to see burned PCH
