15V_ALW Issue on N4010

Hello friends, having difficulty finding the real culprit on 15V_ALW line. After pressing power switch I am only getting 8-9 Volt on the 15V_ALW

SUS_ON has 3.3 V

I have tried to isolate this by removing PR94, Pr69,PR80,PR67,PR312 still not able to figure out why 15V_ALW is 9V

PIN 2 - 5V
PIN 3 - 9V
