LA-C701P Rev 1.0 not working

LA-C701P Rev 1.0 model motherboard arrived.
Before the device triggers, 3V 5V ALW voltages do not come out.
When triggered, 3v 5v ALW comes on, but the device does not turn on.
It draws 0.08A VS voltages are not activated.
If I remember correctly, I know that in this model ALW must have happened before triggering voltages.
RT8243A changed again the same. I wonder if anyone has had an idea?

check the voltage on RT8243 pin 11 12 14 15 2 4 with out pressing the pwerbtwn , after remove PJP 2/3 & check if the 3/5ALWS is back

Your problem is very likely not on 3v/5v regulator but on RTC. Check RTC circuit thoroughly as schematic is available.
