Help to troubleshoot dell pc problem

I have problem with Dell inspiron 15 3000 series lights red with no fan working and won't start. Problem appeared after heating nuvoton chip since it was giving 7 beeps.
Help please

If the "Nuvoton chip" is the EC, in almost all cases it's not what causes 7 beeps. Not sure what "heating" you did but it sounds like that killed it.
