I have a 14v reading from the charger to the PR213 , Ive tested the charger it has 19v reading What may be the problem?

PQ22 gate voltage?? Remove PR213 and see you get 19V on pq22 side. Measure resistance on both pads of PR213 after removing the resistor.

Resistance on both pads of pr213 after removing it?? You just mentioned 10 mega ohms. Which side??
