    3521 not working

Hello everyone ....i have dell inspiron 3521 not working, motherboard 9104p , 19v is ok ,no 3valw/5valw , no short to ground in the rail of 19v and the rail of 3/5 valw...
    entrip 1 and 2 = 1.2 and 1.3 v
vreg 3 = 3.3v and vreg 5 = 5 v! pin 13 en = 2v PS_ID pin 16 of UE1 SIO = 0.2mv sometimes when i plug the ac adapataer or power supply i got 3/5 valwys ,but just swish on a little light on led than nothing and 3/5v alwys dissappear what shoul i check else..thank you

Schematic is there. Probe the ps_id circuit as its not working. Without correct ps_id it's not going to work.Check PD901/902,PQ901, PR903. Btw, Is the adapter dell original and known good??

I guess the SIO or some IC connected to SIO got defective. Now you should check resistance on all ICs which are connected to SIO to find a shorted one.

yes original adapter ...tested for confirmation with another same mobo and it works
        PD 902 don't exsist
        PD901,PQ901, PR903 = 0.2mv

          No EC_VDD/VCC and no EC_VDD/AVCC
          diode mode : coils 3/5v alwys = 0.190v ( ok)
          coil +1.5VP = 0.148 v (ok)
          rail 19v = 0.631v (ok)
          rail psid on coil pl902 = 0.998v

PD901/PQ901 have 3 pins. You need to post voltage on all pins. Pr903 is 33 Ohms?? Voltage on both sides of PR903?
