Have you tried with external monitor? Result Ok with external?

• Pin 18,19, and 20 should be have voltages same with VIN voltage, Fuse F4 should be Ok.

• Pin 39 and 40 have voltages 3.3V, supplied by U1. Check input, Enable (on/off) and output that IC. Read datasheet U1.

• Also Fuse F1 should be ok.
