Power led always on, if I push it for 3-4 sec it goes off and immediately on.
IT8585E reprogrammed
BIOS reprogrammed

In power on sequence
PM_PWRBTN# -> 3.3V
PM_SUSB# -> 0 Volt instead of 3.3V 550 Ohm to GND
PM_SUSC# -> 0 Volt instead of 3.3V 550 Ohm to GND
PCH damaged ?

Missing SLP_S4#, usually not an easy one…
Dunno about the resistance to ground of those signals on this PCH, sounds a bit low but could be fine…

Check the following signals (all connected to the PCH) in addition to those you already identified:
RTCRST#
SRTCRST#
INTVRMEN
INTRUDER#
DSWVRMEN
DPWROK
SLP_SUS#
RSMRST#
BATLOW#
