No, there is no alternative. You need NPCE288xxx only. This IC is programmable-so keep that in mind.

This ic causing short as it is taking 19v to 7v

The kbc may be short but unlikely to pull 19v rail to 7v,coz 19v rail doesnt touches kbc at all. You can remove the kbc and then put power on mb and see if 19v rail beomes stable.
