Hp G62 with power problem

Please my follow tech i have this Hp G62 with power issue,after making my checks i have 3.3v and 5v present on the board but it can't start when i press the power bottom,can anyone help me out with how to solve it?

After measuring all the PL this is what i had
PL5/05.1v
PL9/03.4v
PL2/11.1v
PL8/00.0v
PL13/00.0v
Please is it okay?
