R4 Remote pairing led keeps flashing

HI GUYS:My Roku 4 Remote Control doesn't work at all,it doesn't pairs, the pairing green light keeps flashing all the time,

it worked for while but started to eat batteries every 4 days or less,and now green pairing light keeps blinking,what a piece of crap remote,
the Roku 4 receiver is work great ,no issues lately, i use Roku 1 remote control which works great with it.

is it bluetooth? i thought they used regular infra-red.
