HP Elitebook 8460P stuck in boot loop

Please help me. I got a HP Elitebook 8460P which start automatically after inserting battery or connecting the charger as well as stuck in boot loop.
It starts automatically and restart again and again after a few second.

Check to see if the power button is stuck or has an intermitent connection.

Replace RTC battery for automatically restarting.
About the stuck on boot loop, install fresh operating system or replace hard drive.

Try to start in safe mode or with an linux live cd, if problem solve, install fresh windows

without HDD, RAM it also start automatically and continue the boot loop. It's not the problem of HDD or OS. When I'm inserting the battery or plugin the charger, it starts its behavior spontaneously.

Is it the problem of BIOS???

Repaired a Toshiba laptop with same issue .but it loaded up to windows and shut down immediately after that continue with restating.change nec capacitors work fine .
