Asus x54c Can't Boot Up

Hello friends, I greet you all please. I really need your help
I have this Asus x54c which power is ok 3.5v at the battery and there are power on the board power led on when i press power button but Laptop can't come up no heat on CPU and chipset. i really need your help

Try remove the battery then power use with power adapter and measurement the voltage on the power adapter.
