satellite A300 not charge

i take this laptop from costumer it s shotdown itself .
Now not charge
This have a TOKIN i measure it have 12 oms resistance but without charger its are shorted with ground.
19 v is present.
What do you think its NEC/TOKIN problem ?

i don t have nectokin ,but it s ok to using 4x SMD Tantalum Capacitors 330uf

to remove tokin with knife is terrible . anyway removed it (TOKIN 0E907)and replaced with
3x330 which i removed from a scrap bord measured it OK.
The same problem not charge , flashed bios , changed CPU , removed graphic card , i found the voltage battery 3v is low changed it , after i checked the bios voltage and i found that not have 3,3v.
What do you think ??????????????????????????????

HAKO fx888 with knife i though the hotair can damage the socket of cpu .

i already try with 4x330uf the same problem not charge.
i repeat no voltage on bios chip

You are right no workspace i have much work , i don t have time for fixing it.
Anyway you have any idea what can i do with this a300

He says he doesn't have 3.3v. Reballing NB will not accomplish anything at this stage.

reflowed NB the same problem, this bord have too important ic chip
RTM875T-606 around it don t have any voltage ,

WINBOND WPCE... (like ene chip) not generate any voltage around it,

i measure and not have 3.3v , 5v , only 19v is present when i touh the power button not generate 3v ,
What do you think enechip is dead .

ene chip provide EN signal to enable 3.3VALW

measure all point of Winbond IC (wpce775ca0dg) not have any voltage around it .
I think definitely this IC is broken (i have difficult to read some letter write on it) seems buried .

Just ordered new IC Chip , i'll know as soon as I change it.
