Have an Aspire with a non-working keyboard. I have 3v at pins 19-26 of CN12 (p. 22) like I believe I'm suppose to. No shorted capacitors at CP1-6 (also p. 22). Power at CN12 is coming from the KBC, correct? Maybe I just need a bios flash? Keyboard itself is new.

before all do clear cmos, remove batt and dc adaptor
is your laptop operational? can it boot to win? try flashing from windows... what version of bios is currently on it?
by looking at website and reading a little, this laptop is a little tricky, it has 3 versions v1.15 should be used on win7, v2.16 and v2.22 came with same laptop with preloaded win8
maybe wrong verion is flashed, so thats why kbd is not working
anyway, do not flash bios if you cannot id chip, probably you wont be able to flash properly, and always make backup of your current rom, it can save you a lot of troubles

I thought I had a keyboard issue. Tried external usb keyboard to get into bios, F2 didn't work. So now I don't know if there was a keyboard issue or I just didn't input the correct button combo to get into the bios.
When I removed the bios chip to upload the current file on the chip my programmer couldn't identify it. I've got the same chip I can take from another board but how do I get this thing to fire up again?

Sometimes yes.
