    dell latitude e6420 charger with 19v 3,3a

I'm working on dell latitude e6420. Default power input is 19,5v 3,34a. But unfortunately, it's not turning on whenever i charge with the default power input. Instead it's turning on when i switch it to 19v 3,3a.

What do i missed? Is there any faulty on the machine so it's can to be turned on with the default power input.

I found a donor and replaced the ic cd3301. And i need to jumper pin 12 to PC274 and it worked.
    Pin1 19.65 (psu)
    Pin9 3.3v
    Pin18 3.3v
    Problem solved.

Locate the charger IC - which is onboard? Check the voltage of ACDET pin.

        I'm sorry. On 19v or 19,5v input?

I just found that the ic selector is burnout. its PU14, CD3301. Is there a way to bypass this? or just replace it with the new IC?
