    DAOR33MB6E0 REV:E Partial ON

    Hi This board turns on
    after starting consumes 0.09 Amps
    3.3 and 5 volts ok
    1.5 present at LP16
    1.7 Present at PL 15
    1.05 Present at PL 17
    .9 Present at PL23
    no other power reading

Tried to bios flashing ,came to know U31 bios chip pin 7 is found open, Replaced chip/flashed , still same condition

    Thanks for Helping

Carefully measure the voltage to ground of each pin on the charger IC at PU9.

Meter in DC volts scale of 30V or higher. Black probe be to ground. Red probe to point to test.

Need to know (as a minimum):

          ACDRV
          ACDET
          REGN

            What about PL30 voltage?
            PU13,pin15 voltage?
            PQ36/47/55-volatge on all pins?
            HWPG present?

There is boardview posted in this forum.use it to locate components and report back with the findings.
No help can be extended unless you answer in full. Hopefully, problem should be solved with united effort if not alone.

You forgot to mention pin12,PU5 voltage. PU5 seems powered and getting the enables as well.So Timer ON(TON) pin very important for it to give output.Check PR34 is 600K-often this resistor go bad. If PR34 is ok,replace PU5.
You've not shared PU13,pin15 ststaus aslo.
