New video is common indicator of a blown chipset.

Does it boot and display with an add-in video card?

Looks like this motherboard has all OST caps including around the VRM. You will have to change like 20-30 capacitors.
"We have offered them (the Arabs) a sensible way for so many years. But no, they wanted to fight. Fine! We gave them technology, the latest, the kind even Vietnam didn't have. They had double superiority in tanks and aircraft, triple in artillery, and in air defense and anti-tank weapons they had absolute supremacy. And what? Once again they were beaten. Once again they scrammed [sic]. Once again they screamed for us to come save them. Sadat woke me up in the middle of the night twice over the phone, 'Save me!' He demanded to send Soviet troops, and immediately! No! We are not going to fight for them."

          Okay,
At first you say it's powering on, now you say it isn't booting.

There are lots of things that could be wrong and you aren't giving enough info to know where to start.
          -
          What exactly is it doing?
          - What lights?
          - Drives spin?
          - Fans spin?
          - Does CPU get warm
          - Does chipset get warm?
Or is it just cold and dead?
          .
          What is the power supply.
Have you checked the power supply voltages with a meter?

Yes, OST could do it but PcChips,, uh,, er,, Asrock is not consistent about that caps they use.

                Re: PC Motherboard Repairing

Is this board one you had working and then it quit or is it something new to you that never worked?

Try resetting the CMOS. [aka BIOS]
                - There is a jumper somewhere to do that but it's usually easier to just as easy remove the battery for 15-20 seconds.
** Have power to PSU [from AC] off while you do this either by unplugging from wall or turning off at the switch on the back of PSU.
** If you don't the CMOS will be powered from +5vsb while battery is out and CMOS won't reset.

If that doesn't work then tell me what caps you have on the board in a list as so.
[Number of that cap], [uF], [volts], [diameter], [Manufacturer], [Series]
                ~ example ~
                4x, 1800uF, 16v, 10mm, Chemicon, KZG
----- [Only need the ones larger than 5mm diameter.]

Pic added in case needed later.
Might need to know -where- some caps are.
                - Is it the right one?
