MacBook A1706 [820-00239] Abnormal fan spin

Hi, I have this Macbook Pro A1706 [820-00239] with an abnormal fan spin [or quarter fan spin according to LOUIS ROSSMANN]. The laptop boots up normally and performs normally besides the fan's sound which only starts to happen when the laptop starts getting warm as a result of it being used.

I have replaced fan, reset SMC and PRAM, reinstalled different MacOS versions but same problem. It is the LEFT FAN.

Any idea what could be the cause and solution for it

In case anyone is having a similar problem as this, I later got it fixed by replacing the keyboard
