Dell E6410 restart issue

Restarting issue.)
On sio pin no. B35, +3.3V_ALW is unstable (dropping) whenever restarted, the atrange thing all other pins have stable +3.3V_ALW (although they are all connected) ,.,,, what's the science is this..., any guide please

Remove all power and check the resistance to ground of this power rail.

Also check the resistance from this point at the sio pin and where this rail starts at the regulator.

What are the measurements?
