Success ! Laptop somehow came on, with fan is spinning at full speed and also some messages before the Windows started. Windows started and I managed to download BIOS EXE file from Dell website and install. After BIOS update there were again some messages so I needed to go to BIOS and enter Service Tag manually. Accepted and fan speed came to normal and now laptop functions as before. Thank you very much for your help !...
Unfortunately still same, nothing was wrong with this laptop, it was working, windows was showing BIOS update is pending, I confirmed to carry on but I knew BIOS was already on this shown version. Anyway update process went through successfully, and Windows showed same update again on the next boot, I confirmed againjust to get rid of this from the update list, now it doesn't work.
Symptoms are same, upon pressing the power button, keyboards lights lit up, fan spins at max level for about 3-4 seconds and then laptop shuts itself down....

Thanks. For the record, my laptop still doesn't work. The Power and Caps Lock lights are solid on, the CPU fan gradually reaches full speed, and the main power line is at 8.7V without the battery. I wanted to rule out the possibility that it's a BIOS issue....

I have tried another fan and it is still same. When I go to Pre-boot diagnostics, I can manually test fan, which passes test. On the other hand, while computer goes through other tests, like memory, CPU etc, CPU gets very warm and fan doesn't spin. Even Dell website says fan will spin at full speed during these test as they stress the system. I have ordered EC Chip and lets see what will happen afterwards....
