Dell Vostro 3500 No Power but have 3V and 5V

Hi guys, I have a DELL Vostro 3000 series laptop that does not turn on, when I press the power button the orange LED near the dc in connector lights up for a moment but nothing happens, it does not start.
The 3.3v is present, the 5V is present, I changed the 2 bios and the same problem... what do you recommend?
The main code is LA-K032P, I haven't found any diagrams and boardviews and the battery won't be charged.
On the power button I have 3v but I don't understand where to check...

For boards which dont have freely available schematic, you need to check basics like dc-in fets/CLR,requiremnets of SIO. You can try locating another schematic with same SIO and probe the pins accordingly. First should be why its not charging.

thanks for the answer, I found a diagram of a DELL that has the same ISL95522 charger and I verified that on pin 19 ACIN_CHG I have 0V, unfortunately without the original diagram it is difficult because the components do not match. I enclose the diagram of the dell that mounts the same charger...
