Hp z420 power cycling, then 4 beeps when PSU plug removed

I have an old hp z420 workstation. When I power it on, it just power cycles. When I disconnect the power cable there is 4 long beeps and a red light at the power button. I've tried all the troubleshooting steps and none have worked
The 4 red beeps should be an indication of a bad PSU, but I've already tried a new one and there's no difference

Remove all power. Measure the RESISTANCE (not diode mode) of each inductor (2 legged and usually grey in color) on the board. You are checking for a low resistance which may be due to a shorted capacitor onboard which will trigger the local power supply to shut off.

PS: I think I have one of the same units from when we did a design for HP.

Forgot about this thread, only rediscovered it when i was trying to fix this after a while. Measured them all and they all read ~0.250

"Bump" what ? You must upload the original bios file (even if it is corrupted) and serial number.

It's not a bios issue unless I'm not understanding you, and I don't have a 16 pin clip to get it
