It's a fast acting precision fusing speed 1A , 250VDC .

But for a fuse 4 Ohms is to much. Is it damaged?

Yes , something isn't normal here , its internal resistance should be 0.093 ohms , equal to nothing , but yet , you should test it outside board .

Yeah, but it is hard to guess the right value for every components without the same board/donor board or schematics
