Came with bulged 4 Tayeh 1500uF/6.3V caps around the CPU. Replaced with Kome 2200uF/16V of the same size and it works fine now.
I've repaired the same board type with the same problem some time ago - and that one had also resistor network near the CPU socket damaged.

This time it's v2.2. This time with two bad Tayeh caps and two visibly OK. Replaced them all and also all 1000uF and 470uF Chhsi.
