Zalman ZM-M215W 3D Monitor - weird screen issue

Picked up this broken 3D monitor for $3 - why not?

I've never seen this type of issue before. On both DVI and VGA inputs, the majority of the screen is grayish. The top few millimeters of the screen have accurate colors. I can faintly see that it is sort of displaying an image on the grayish part, but the image is very faint, and there are many artifacts on the image.

When I drag a window onto the screen, it takes several seconds to fade in. If I drag it off, it fades out over several seconds.

Any idea if this is repairable? I've attached some images, including one of the desktop background that it should have.

I have pictures of the logic board and the T-Con board. I'm surprised that the logic board and the panel seem off the shelf - I guess the only special part of this monitor is the polarized panel in front of the LCD.

I'm curious why you think it is a panel issue? It seems like the panel might work - some parts display fine, albeit with a delay. In my uneducated opinion it seems like a T-Con issue- which probably will necessitate replacement of the panel. Anyway, here are the pictures. I might purchase a simple VGA to LVDS board off of eBay for kicks to see if it fixes the problem, as they are less than $5 from China. Or, I'll gut another LVDS monitor and use the logic board from that.

you cant just gut another monitor,
the controller has to be flashed with firmware to match the resolution and data width of the panel.
the ones from china usually come with a link to download the firmwares.

Do you know how to configure this particular kind:

          https://www.ebay.com/itm/272188011190 ?

The back seems to show some sort of configuration of pins to short but I can't figure it out... Also not sure where the 5v input goes...

I tested voltages on the T-CON board. There are many test points on this board, you can see them on the pictures in the third post in this thread.
              Here are the voltages:
              1. VDDG...28V
              2. VDDA...13V
              3. VEEG...-7V
              4. VDDD..3.3V
              5. ????....0V
              6. VEEG...-7V

              VCOM_C1: 5.51V
              OE1..........1.01V
              CLKV1.......1.64V
              STV1.........0.01V
              VDDG_FLK.20.3V
              STH_F1......0V
              XDON1.......3.3V
              LP1...........0.16V
              IPOL1.......1.65V

Points FD0-FD19 all had voltages of 1.15-1.4V

              VCOM_C2...5.51V
VDDG.........2V (I think I might have the incorrect value here. I will test again.)
              VEEG.........-7V
              VDOD_P.....3.3V
              VDDA........13.2V
              VDDA_P.....13.2V
              VDDD_S....3.3V
              VDDD_T1...3.3V

              STH_B1.....0V

              VR1.....12.58V
              VR2.....12.02V
              VR3.....9.9V
              VR4.....9.3V
              VR5.....8.91V
              VR6.....8.28V

              VR7.....7.12V
              VR8.....6.13V
              VR9.....4.97V
              VR10....4.1V
              VR11....3.63V
              VR12....3.01V
              VR13....0.86V
              VR14....0.30V

              BD0-BD14 ranged from 11.5V to 14V

Let me know what you think of these voltages.

Any ideas before I scrap this monitor?

I see a lot of google translated Russian forums say that the "matrix" is broken, does that mean the the lcd panel itself needs to be replaced, or is this still possibly the t-con board?
