You need to open it, and supply some pictures,using the 'Go Advanced' below and then 'manage attachments'.

Multiple posts of your problem in different forum sections is not helping your cause right now. Several members have pointed out to you that some pics of the boards would be helpful in order to troubleshoot your monitor. Read the links given and there are some very good tutorials written on this forum that could possibly be of help to you also. The best way for someone to be able to help would be for you to give as much information as possible. I hope you find a solution.

And then the inverter transformer secondaries,but could also be the Backlights,and that would be my guess if the diodes are good.

I see lots of Samwha capacitors there. First thing I would usually do is to replace all those capacitors (recommended replacements are Panasonic FM and Panasonic FR). Also try replacing the big main capacitor on the primary side (warning! discharge this capacitor first before working on it), and all those smaller capacitors used on the feedback section. Next, check for dry/cold solder joints especially at the connectors for the backlight. Resolder them if not sure. Then see if the flicker is still there.

Pentium4 the reading of the diodes are .356 and .326

Check to make sure that C21, C22, C23 and C24 aren't shorted out.

Check the output voltages of the power supply (the 5.1V and the 15V).
