      Well you will need a set to substitute,perhaps you have a recycle centre/tip where you could get a old monitor and take out a set,or the other alternative is :-

        My tests backlight:
        When I connect the first tube to a source of voltage lights. OK first tube. Monitor goes into standby mode.
        When I connect a second tube, also lights up. The second tube OK. A monitor goes into standby mode.

        But when I connect both tubes and the green LED lights. Then the LED turns off.

          I dont know about Rtech but I dont know what you mean.
          Are you testing the bulbs from the L22 -1W in another, known to be working monitor?
          Please upload pictures using attachment function when ask for help on the repair

            Confusion !!!! What Tube to what voltage ????? The Monitor has 2 tubes at the top and 2 at the bottom,if any 1 fails then the monitor will not work.Normally backlights come mounted in a metal channel in pairs.All four sockets on the Board have to have lamps fitted (original OR test ones), to test.

              I have not tested the tube on a resource that I "might" corrected.

              But I need to clarify my earlier post.
              One tube is red. Is this correct?

                    I have a Fujitsu/Siemens Monitor L22-1W that died after being unplugged from the mains.
                    No way to switch it on again. Followed your capacitor replacement suggestion and it worked perfectly after that. The P.S board look just like the one in the photo in your thread, a bit black around the MOSFETs but did not need to replace them.
                    Thanks for your help. Really appreciated.

                      The IPT-1820 series smt may be the same as a 730-703-1900TLB-3h
                      in some Viewsonic monitors , as per this other thread:

                      It does seem to have the same secondary resistance approx 720-760 ohms.
