    Dell E153FPb flashes on twice then black screen

    I have a Dell E153FPb screen that I bought to resell. Once I switch it on it powers on for about 2 seconds but with smooth horizontal lines crossing the screen then goes black. after about a second it comes on again with the Dell RGB screen on the screen but still with the same lines crossing the screen.
    I took it apart and tested the LCD panel with another monitor of the same make and the LCD panel is fine. I now think that ift is something to do with the circuit part of the monitor.
    I used a multimeter to test the output voltage from the power supply side to the logic/Display circuit and it reads 3.38V. Is this the correct voltage I should get?
    Anyone with ideas on what could be the problem with this monitor? I have posted some photos.

    I don't know which voltage you measured. If you measured the 5V rail, it is seriously low. If you measured a control voltage from the signal card to the inverter, it's OK.

    These monitors have a history of cracks around the transformers causing shorted transistors; that could be what is happening here. Or it could be a problem with the signal card. Did you check which card is defective by substituting known good cards?
