    I wonder if you could satisfy my curiosity.
    When you're testing the voltage regulators, I am guessing you have the ribbon, and CCFL connectors not hooked up to the LCD. With those unplugged can you turn the monitor on and off with the front panel switch?
    Whatever I do, I consider it a success, if in the end I am breathing, seeing, feeling and hearing!

        To answer your question, no I cannot turn the blue led off and on, via power switch( the led is embedded in power switch) whether lcd ribbon and cffl connectors are connected or not.

          Still get no visual on screen, tried replacing caps on video board, 3 470uf 16 with some used saxmon 470 25v ( not sure if the saxmons work) and received the same results.

            Depending on which Fluke 77 model you have, you can check the capacitance of cap if you are unsure.

              OK I measured the output voltages and the volt regulators on the main and video board, they seem to be within normal limits ( 12v puts out 12.21v and 5vs put out 5.08v on main and regs show rated regulation, so why is this moniker still not even showing a logo screen, or turning off and on. Should I check diodes and transistors and if so how?

                Hookup a working computer with your favourite wallpaper to the lcd. Shine a flashlight on the lcd. Can you see the wallpaper?

                If no, that implies a problem with the logic board. If yes, then you have a shorted mosfet or transistor in the inverter section.

                    This might raise a few eyebrows, or get a chuckle or two.
                    IT should be easy to verify.
                    Let me go through some of my thoughts.
                    I am using a Gateway HD monitor, If I turn this monitor off and remove the power cord, And then reinstall the power cord the power LED comes on but it's more of a violet color. When I push the front power switch it lights about 5 LEDs on the front panel switch that are dark blue.
                    I wonder if when all those LEDs light, the monitor is going through some type of a self test.
                    I look at the voltages you're seeing on the voltage regulators, if I understand things correctly the 1.8volt regulators are fed from the outputs of the 3.3 volt regulators. The 3.3 volt regulators are within the 1% tolerance on the outputs, but on the inputs of the 1.8 volt regulators you are just above the lower tolerance.
                    I wonder if there would be any benefit to check the voltage on the input pins of the 1.8 volt regulators as the power cord is plugged into the monitor, and when the front panel power touch switch is pushed. I am wondering if the voltage is going low as a load is trying to apply.
