NEC lcd1970NX Lines ( bad nichion caps from 2004?)

Picked up a 19 inch NEC. It has two inches of vertical lines that don't quite look right. You can see a video of it below that another guy posted.
Mine does it as soon as it receives an image from the pc.

Tried VGA cable and got the "crazy" pixels.
Switched to a HDMI cable on another pc and again "crazy" pixels.

When the menu shows up saying there is no input it looks normal.
There are nichion caps on the board that reads 2004 for mfg date. (j2060193 pcb-019 2004.10.07) and the power board.
Read in the forums that some of nichions were not quite up to specs during that time.
Did a close up visual inspection and none of the caps show any signs of bulging.

Is it safe to assume the caps are from the "bad" nichion era and replacing
    them would fix the display?

that's either a problem with the panel itself, or the LCD controller chip (i bet it's BGA..)

the only nichicon series affected are HM and HN ..

Would replacing the board fix the problem?

I thought it was odd that when the "no signal" image popped up it was clean
and when it got a signal then it would act up.
