onkyo TX-SR373 not turning on

this set wont turn on when pwr button is pressed on the remote(rc)or standby button.the stby-vcc is 11v from the stnby transformer smothing cap,3.3 from smd reg for the processor,0v on pwron even when cbl/sat+0n keys are pressed to disable the protection mode.pls.. help
