Board functionally dead, the colon ( : ) between hour and minutes in the display the only sign of life.

The 110V AC to 24V AC power supply checks good, power in is the black wires (AC) to the Left of that is 4 diodes bridged into a DC rectifier test good individually.

That's as far as I get with out a diagram, none in the manual.

Every time I see a board that has problems with a square socket with an IC in it, push the IC hard into the socket. You should hear a snap. Put the board back in and see if it fixed the problem or not.
Better yet if you have the correct tools is to take the IC out and then put it back in.
I fixed a few no POST computers and other devices as easy as that.
That super cap is probably bad by now and I see on the bottom daughter board 2 brown pins.
The super cap is probably to keep the time during a short power outage. If it is shorted or leaking, remove it and fix the traces underneath if there are any.
